His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has issued Decree No. (24) of 2025 to reform the Dubai Media Council. This change brings fresh leadership and a bigger role for the Council in shaping the future of Dubai’s media scene.
As part of the update, Mona Ghanem Al Marri becomes the new Vice Chairperson and Managing Director. In addition, Nehal Badri is now the Secretary-General. These appointments reflect Dubai’s goal of becoming a leading global media hub.

Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, the Second Deputy Ruler of Dubai, will continue as the Council’s Chairperson.
Why Was the Council Reformed?
This change is part of a larger strategy. Law No. (29) of 2024 gives the Dubai Media Council more authority. It can now lead media planning and development in the city. As a result, Dubai hopes to attract more talent, investments, and creative businesses.
Additionally, Decree No. (67) of 2024 moved the Dubai Film and TV Commission from the Dubai Development Authority to the Media Council. This makes it easier for the Council to guide film and TV projects.
New Dubai Films and Games Commission Launched
Alongside this reorganization, Sheikh Ahmed has approved a new body — the Dubai Films and Games Commission. This new group replaces the earlier Film and TV Commission.
It will focus on growing the film and video game industries in Dubai. Both areas are seen as major parts of the city’s creative economy. Moreover, the new Commission will help bring international studios to Dubai and support local creators.
